This probable 2-year old Cooper's Hawk shows adult chest
plumage, but still immature back feathers (many white splotches and a yellow
eye). When I find no or very little bird activity in the backyard I
always look for one of the Accipiter species (Cooper's or Sharp-shinned Hawks). (Wolf. Oesterreich, 2/1/9/19)
